Hold the B and the # down while turning on the radio.  This enables 
direct entry of out-of-band.  Then go to the SET mode, find the option 
for PLACE  and change it to 10.  This will allow you to direct enter 
frequencies by entering all digits except the 1 or 4.  Have fun
