A congressional fund raising event took place in downtown Huntsville, Alabama on October 16, 2008.  President Bush was the schedule keynote speaker but a last minute change in plans resulted in Vice-President Cheney flying in instead.  The deployment pattern of local emergency services during a presidential or vice-presidential visit is of some interest, especially to those trapped by seemingly arbitrary street closures well in advance of the visiting dignitary.
