Shiites killing Sunnis, and Sunnis killing Shiites?

Why does a suicide bomber kill his neighbor, versus an army patrol? Why not kill the government Arab flunkies, that Bush has installed. If they are so sophisticated, how come they aren't hitting international targets.

Where are the days of the PLO machine gunning Paris delicatessens, or bombing outside of English synagogues, even though only non-Jewish tourists die.
