An executive of a big defense contractor says the government should consider
using the Central Intelligence Agency to spy for corporate America.  "If
we're willing to do dirty tricks for the defense part of national security,
then why aren't we able to do dirty tricks for the economic part of national
security?" asks Robert Kohler, executive vice president and general manager
of San Diego-based TRW Avionics & Surveillance Group.

Mr. Kohler spent 19 years at the CIA working on science and technology
projects.

"I'm not saying we ought to do that," he said last week.  "I'm saying why
don't we consider doing that? . . . Why don't we discuss the ethics?"
