BEFORE SENATE PANEL, FBI AGENTS JUSTIFY ACTIONS AT IDAHO STANDOFF

   WASHINGTON - Appearing before a skeptical and sometimes incredulous
Senate panel, eight FBI agents Thursday defended the procedures they
used in a deadly standoff in 1992 with a white separatist that ended
with the killing of his unarmed wife.

   All eight members of the FBI's Hostage Rescue Team were on the
Idaho mountaintop known as Ruby Ridge in August 1992 where they had
been dispatched to help arrest Randy Weaver, who was holed up in his
cabin with his family.

   The day before they arrived in Idaho, there had been a shootout
with Weaver and U.S. marshals that left one marshal and Weaver's
14-year-old son dead.

   In their testimony Thursday, the FBI agents, part of a special
sniper-observer unit, painted a portrait of a quasi-military unit
poised and ready to use deadly force when they arrived at the site.

   The ninth member of the sniper unit and its leader, Lon Horiuchi,
did not appear Thursday. Horiuchi, who fired the shot that killed
Vicki Weaver as she stood in the doorway of the cabin while holding
her 10-month-old baby, invoked his Fifth Amendment right against
self-incrimination and refused to testify.

   But Horiuchi's partner, Dale Monroe, who stood with him on the
ridge that day, told the Senate panel that it was appropriate for
Horiuchi to have tried to kill anybody near the cabin who was armed
because they were threatening an FBI helicopter circling nearby.

   ``We were concerned for the safety of the crew,'' Monroe testified.

And those snipers were even FAR OUT OF RANGE of those "assault shotguns,"
supposedly held by the men who had their BACKS TO YOU as they ran in the house.

Horiuchi has said that he was aiming at an armed man when he
accidentally killed Mrs. Weaver who was standing behind the cabin
door.

LIARS.  That wasn't the testimony at trial.  Horiouchi (AND YOU) get
training to SHOOT THROUGH people to get the target and that is EXACTLY what
he did, to shoot at a man who was RUNNING AWAY and had his BACK turned to
you at all times. LIARS. -- lt

   At issue in the hearings before the Senate Judiciary subcommittee
is how the agents changed the guidelines by which they were allowed to
fire weapons.

   Bureau guidelines on deadly force allow agents to fire at a person
only if they or someone else is in imminent danger of bodily harm.

   As the Hostage Rescue Team flew to Idaho, officials adopted looser
rules of engagement that allowed the snipers to shoot to kill any
armed male in and around the Weaver cabin.

   Under questioning from Sen. Arlen Specter, R-Pa., the subcommittee
chairman, each of the eight gave minute-by-minute accounts of what
they observed that afternoon. All the accounts had common elements of
seeing three people run out of the Weaver cabin and shortly afterward
run back. As they were running back, a shot was heard and then a
second man tried to duck inside.

WITH THE TESTIMONY OF ** NEW NAME ** DALE MORE when he was lying his butt
off about how his good buddy Horiouchi was shooting at Randy Harris and
killed Vickie Weaver -- HARRIS WAS THE ONE WHO WAS TRYING TO "duck inside"
when he was shot, which is what PROVES that HORIOUCHI SHOT A MAN WITH HIS
BACK TO HIM AND SHOT THROUGH AN INNOCENT WOMAN HOLDING A BABY TO DO IT.

Oh, yeah, did I mention that Horiouchi testified to having great sniper
skillls, something to the effect that he could put three rounds in a
quarter-sized shot group at 200 yards?  But as he was supposedly firing at
Kevin Harris, he "accidently" blew the side off Vickie Weaver's head?  Where
was he aiming to "accidently" hit her in the head? -- lt

   All the accounts ended with an identical chilling description of
how each man heard a woman screaming in agony for a few moments after
the second shot, followed by silence.

Yeah, these guys probably all really enjoyed that.  They're the same bunch
that as Vickie Weaver lay dead under her kitchen table, her little girls in
the small little shack with her, for days, the scum bags outside called into
the little girls and said, "We're having blueberry pancakes today. Why don't
you ask your momma to make you some?"  -- lt

   The eight members who testified Thursday all said that they thought
Horiuchi was justified in firing at the armed man.

 Two snipers said they were getting ready to fire themselves when Horiuchi
fired his rounds first.

   ``I was trying to get a clear shot at the time,'' testified
Christopher Whitcomb. Edward C. Wenger Jr. said, ``The only reason I
didn't fire was because agent Horiuchi shot first.''

   Monroe said that the second shot of Horiuchi was justified because
the men rushing back to the cabin would continue to present a danger
to the helicopter even after going back inside.

   Specter expressed amazement that Monroe or the other agents would
attempt to justify the second shot. ``I think that's just wrong,'' he
said. ``The threat has to be imminent,'' he said. Specter was
especially critical of Monroe's contention that Weaver and his
associates presented an even graver threat to the helicopter once
they were back inside the cabin.
