Human Rights Watch November 1996 Update
Possible Investigation into Mind Control
by Cheryl Welsh

Thanks all mind control victims who contributed to the letter-writing campaign to Human Rights Watch. It has made a difference!
William Arkin has emailed me about the information sent to him by mind control victims.
In response to my question as to whether Human Rights Watch has any plans to investigate the human rights abuse of mind control, he stated:

"...I continue to do the research. ...the sheer number of reputed 'victims' keeps me on the case." And he writes, "A lot of substantiation would be needed to convince the HRW..."
Mr. Arkin is asking for snail mail or email on any information about mind control.
I would encourage victims to send any mind control information that may help to start an investigation by Human Rights Watch. I think that this could be a long awaited breakthrough for a mind control investigation.

C.A.H.R.A., Citizens Against Human Rights Abuse recommends contacting this governmental
commission about stopping nonconsensual human experimentation using electromagnetic and behavioral technologies. There are meetings scheduled throughout the United States and they are open to the public. Cheryl Welsh is encouraging victims, survivors and other interested people to speak out and attend the meetings!

Protection of Human Research Subjects and Creation of National Bioethics Advisory Commission. This executive order signed by President Clinton is in effect until October 3, 1999. "Purpose. The National Bioethics Advisory Commission will provide advice and make recommendations to the National Science and Technology Council, other appropriate entities and the public, on bioethical issues arising from research on human biology and behavior, and the applications, including clinical applications, of that research. ...As a first priority, the commission will direct its attention to consideration of: A. Protection of the rights and welfare of human research subjects: ...the Commission also may accept suggestions for issues for consideration from both the Congress and the public. ...The Commission is authorized to solicit information from relevant human research subject groups. ...In order to augment the expertise present on the Commission, the Secretary of Health and Human Services is also authorized to contract for the services of non-governmental consultants who may conduct analyses, prepare reports and background papers or prepare other materials for consideration by the Commission, as appropriate. ...An annual report shall be submitted to the National Science and Technology Council and the appropriate committees of Congress."

This is a great opportunity for victims as a group to have nonconsensual experimentation addressed.

March 1997 Update

While the Human Rights Watch is not at present committing to an investigation into allegations of weapons testing programs using electromagnetic technologies and mind control, they have a new report on their investigation of human rights abuses of migrant workers and women prisoners in the United States, (available upon request from HRW for a fee). Mr. Arkin has found that all of your letters are stating the same basic human rights abuses and he is still avidly researching this topic.

He has written several freedom of information act requests as a result of the information we have sent. The government replies will take time and he encourages us to keep up the good work. Your input has been convincing! He in particular would like any documention of the Soviet use of electromagetic weapons. He will be completing his report on acoustic weapons this spring and a report on directed energy weapons this summer.

Please continue to send him any helpful research leads and allegations. While he has not replied to all of your letters, a specific request for a reply would be answered.
