Subject: List begins... (TEMPEST INFO REQUEST)

I am uncertain if participation in the list has begun but I decided I would
fire off a message saying hello to everyone on the list who is either a
professional or someone interested in the field. I fall into the latter
category.

After first coming into contact with codex information via the usenet feeds
and then their website, I have become more than intrigued by the available
material in this field.

One area that concerns me greatly was from a sample report I received from
Codex/Spy King regarding Tempest Monitoring capabilities that might or
might not exist.

Has this issue been addressed in the media as of yet? Are there not
concerns of the inherent abuses that might occur with such technology?

Where can we get the report from the professor who published about Tempest
back in 1985/6. I understand this report has been banned or removed by NSA
officials.

With the rapid increase of the surveillance society, I fear the freedoms
and liberties most North Americans have become accustomed to may soon
disappear in a sea of technology, information databases, and surveillance
mechanisms.

Is this the Golden Age of the 21st century??

Excerpted from the Wall Street Journal Tax Report
       
Their Rolls-Royce sparked suspicions at the IRS. Ever wonder what 
arouses the IRS's curiosity and provokes a criminal investigation?  
One answer, based on a recent federal appeals-court case, is flashiness.  
The case involves a couple
who drove their sparkling Rolls-Royce, which they had purchased for 
$158,000, to a restaurant in Exeter, N.H.
     
A passing IRS employee spotted the luxury car parked outside the restaurant, 
according to the court's ruling: "His curiosity engaged, he wrote down the 
license plate number with the intention of identifying the car's owner and 
examining his or her tax returns."  The court said the employee's curiosity 
led to an audit of the couple's returns and eventually a conviction by a
jury.  For unrelated technical reasons, the court vacated the sentence and 
sent the case back for further proceedings.
     
Moral: "If you're going to flaunt it, remember: 'Big Brother is watching," 
says Michael S. Insel, a New York tax lawyer at Kelley Drye & Warren.

Subject: Copy Machine Coding?

In a recent case in New York City, the U.S. Secret Service arrested several 
Columbia University students for counterfeiting. According to several news 
articles the gang was producing counterfeit $20.bills on an expensive full 
color copier that belonged to the University and was located in the printing 
office.

According to one source the Secret Service traced the bills back to Columbia 
University because of a hidden code that is transmitted/imprinted onto 
all documents that have been copied. The buyer of that particular copier was 
registered and on file with the manufacturer. It was simple to trace back... 

Does anyone on the list have info on this subject? Is it ONLY the expensive 
full color copiers? Could the same technology be used on laser printers?

Subject: Surveillance Equipment

Does anyone have any experience with using fiber-optics in installing a
covert surveillance set-up.  What I am looking for is the ability to monitor
through a wall, around a corner, etc., with minimal opening, flexible setup
and connection to a video camera/monitor or even eyepiece.  I know that a
company makes an item called a Borescope which has a rod which can be
inserted into a duct, etc. to examine the inside, but I don't know what type
of lens (focal length, etc.) it uses.  It would be very helpful to be able
to inspect inside walls, attics, ducts, etc. without requiring access, as
well as the obvious surveillance benefits.

I know that similar systems are used in medical applications and even to
examine piping, etc., although these systems require major bucks and the
piping systems are way too large in diameter.

the past 18 years but for the past 6 years specifically in 
investigations. I have been involved in electronic sweeps with a 
professional in the field,and now wish to open my own office to offer 
investigative and countermeasure services. I presently own a REI 
frequency scanner but wish to upgrade or add other equipment, what would 
you suggest? What about telephone line verification equipment? What are 
some of best out there that will really do the job at a reasonable 
price?

I am interested in surveillance techniques as they apply to computer
systems. The weakest part of most cryptographic systems seems to be not the
algorithm itself, but instead, the potential for physical breech of the site
where the keys/passwords are maintained. One matter of special interest is
the so-called TEMPEST attack, as well as keyboard bugs, either of which
could render useless the cryptographic system on the subject computer.
Preventing and detecting either of these attacks is essential when
attempting to avoid such a disaster.

Subject: Surveillance Trade Shows

One of my favourite movies of the past was the one with Gene Hackman (yet
the title of the movie escapes me) where he plays a character involved in
the surveillance business. He happens to go to a trade show to look at the
latest technology. Ah, the movie with Hackman was "THE CONVERSATION".

Does anyone know if these type of trade shows are open to the public or the
interest hobbyist both in the USA and/or Canada? I'd be interested in
looking at the latest gadgetry available.

Pin hole cameras are common place now.  I can see that the surveillance
business will become a growing field in the future because of all the
computerization and information being accumulated.

Should anyone have a list of trade shows related to the field, please post
dates and/or details (price to attend) and where they are being held. New
York State specific shows such as the Buffalo area would be interest.

I am impressed by the calibre of participants in the group already! We not
only have investigators but police officials and people involved in
intelligent matters of a higher order. This group is definitely one that
will thrive with content and good information.  I certainly hope that the
balance sways over more to those who are merely interested in the field to
even things out with the professionals that are present.

I had some information about that copy machine. It can be connected 
to a computer, plus it can print on either side of the paper. The 
capabilities of that piece of equipment are immeasureable. Anyway the 
copier costs roughly $15,000 and must have a federal license to own or 
do anything with. If I can find the Info I had on it I'll scan and 
send to you.

I have twelve years of law enforcement experience with the last seven of that
being in narcotics investigation. In March 1996, I moved back to my hometown
(Mobile, Al.) and started a private investigation business. Things have not
slowed down since.

All of the experience and technical knowledge I gained as a law enforcement
officer has easily transferred to working investigations for the private
sector. It will be good to discuss different surveillance techniques used

I generally do your typical insurance surviellance work. Background
checks and follow the mark and wait till he or she does something they claim
they can't do. (such as Scuba diving, weight lifting, walking, working, etc.) 
        
But on a personal level, I've always been extremely interested in
gadgets. (Preferably the cheaper kind that simply gets the job done.)

If someone has a scanner can they listen in on your telephone
conversation, if your on a portable phone which has a factory built in

Responding to the coding of copy machines; one question comes to mind, is
this electronic code mandated by the federal government or is it a choosen
path taken by the manufacturers of color copiers. Now I don't want to sound
like a paranoid anti-governmentalist, but if it's a mandate by the federal
government, I think "BIG BROTHER" is going a little too far. This might help
convict a few counterfeiters in the US, but the main counterfeiting stage of US
bills is held in countries other than the United States. Other than detecting
counterfeiters, I can see no other purpose of this coding, although I'm sure
there are many.

I came across these specs for the new Doppler RDF System if anyone's 
interested.

RADIO DIRECTION FINDING SYSTEM
The DDF6000 processor-display offers accuracy of 2 degrees over it's 
operating range of 125 to 1000 MHZ when configured with a DDF605X 
8-element fixed site antenna and a receiver of the Icom R7000 class. 
These antennas include Doppler's RF summing circuitry in a weather sealed 
unit built into the antenna hub. The DF sensitivity is typically -130dBm for 
CW and -126dBm for pulse type signals in this configuration.

The commutation frequency is selectable from the front panel from 300, 
600, 1200 and 2400 Hz, and the corresponding modulation tone is filtered from audio
output delivered to the built-in monitor speaker.. Other front panel controls 
select the number of bearings over which the output data is continuously 
averaged from the preceding 1, 2, 5, 10, or 20 to reduce multi paths errors, 
provide the necessary calibration settings, and switch in (or out) the 
built-in 20 BB RF attenuator.or.r...

The output data can be viewed on an LED compass rose and on a 3 digit 
LED display is also available in serial form from two data ports at the rear.
Doppler's proprietary "Bearing Track" software is included in the fixed 
station DF package; it facilitates fast data acquisition from multiple 
sites and provides real time triangulation of signal source locations on digital maps.

The Personal Command System (PCS) is a field-deployable laptop computer 
system that automates surveillance and tracking information of a "tagged" 
suspect vehicle(s). The PCS can access remote command center computer data 
bases by digital radio or cellular telephone. The PCS contains digitized 
street maps of different cities and states. It accepts, as input, electronic 
location/time messages generated by a tracking tag covertly installed on a 
suspect's vehicle.
The messages are translated into icons that are superimposed on the digital 
map for operator viewing. The PCS also can display the location of agents 
tracking the suspect vehicle and transmit/receive digital video images, such 
as a new photograph of a suspect or vehicle. The PCS enables operators to 
perform digital communications to other PCS operators and the command center.

Regarding the color copier subject... it could be an addition to the
toner of the copier. There is an American company based in New Jersey
that created a series of special quimical product, totally invisible
except under laser light. The product reacts under laser light and
changes the frequency of the light response (so the paper printed with
this toner addendum could react to laser in many frequencies and
colors). It's really cheap stuff (2 cents per copy) and can be added to
anything that print including inkjet printers. The primaru targets of
these products is obviously counterfeiting (money, packaging, products
licensed, clothes.. you name it...

I myself have not attended the Executive Security International school in
Colorado, however, I am familiar with others who have. I am told this
paticular school provides training but no support. I attended the Executive
Protection Institute located in Berryville, Va. some ten years ago, and, am
still able to make contact at will for technical support. From electronic
devices to local referrals worldwide for assistance with protective details,
to advanced training. The training I received at the Executive Protection
Institute was fast paced, hands on seven full days and nights. The training
was very professional with much emphasis on the stress related to this

Yes, You can still listen in on telephone conversations that are
scrambled, the company that I recently started, "Were Watching", sells a
speech inversion kit that will unscramble the cordless phone scrambling
methods. They will decode anything with the inversion. We also carry the
encoder, that way if you are using a cordless phone, a 2-way radio,
anything to tx/rx with, you can use the two in conjunction and you're all

First of all, I'm going to assume you're dealing with a telephone using
the popular audio frequency inversion type of scrambling, not spread
spectrum or some other form of digital scrambling.  There are plenty of
descrambler units on the market, the first that comes to mind is the SS-70
scrambler/descrambler kit sold by Ramsey Kits (1-800-446-2295), which is
very inexpensive and should get the job done well. Another unit that comes
to mind is the Colt VS-1 descrambler, but since it was originally designed
for use with C.B. radio I would think twice before using it to descramble
cordless telephone audio.  I'm sure someone else can give you a lead or
two, but you've got a couple for now.

I wouldn't put too much faith in factory scramblers on voice equipment to 
repel anything beyond a casual snooper. Encryption was never the phone 
companies' strong suit, as the "cloning" problem makes obvious. Part of this 
problem is due to simpleminded US government regulations* on the technology 
(which, BTW, could be circumvented by all but the most simpleminded crooks).

For stronger voice or email encryption, or for work of almost any kind in 
the southern FL area, you can contact me. As you can see from this message 
(if they don't edit my PGPsignature out) strong encryption also allows for 
useful identity authentication. It is worth looking into, if you like 
keeping your secrets.

To quote from "Applied Cryptography", the seminal book on the topic:

"There are two kinds of cryptography in this world: cryptography that will stop 
your kid sister from reading your file, and cryptography that will stop major 
governments from reading your files. This book is about the latter."

Any product advertized as "scrambling" device falls invariably into the former 
category. [It might, depending on her age and intelligence, work against your 
kid sister.]

The use of spread spectrum technology can make interception more difficult, 
assuming (a big assumption) the system uses frequent hops, but spread spectrum 
technology can not put interception beyond the reach of a moderately resourceful 
opponent. There is only one way to keep your communications private. By using 
proven encryption technology.

Often you will hear about devices that use "proprietary" algorithms and methods. 
They typically are described as "unbreakable". You can safely ignore them. Very 
few of these systems would pose a challenge to my little sister. See the Snake Oil 
FAQ for more information on this  topic:


How can you secure your communications? By using software or devices that employ proven encryption 
methods such as 3DES and IDEA. There are several software-only solutions, with PGPFone leading the 
field. 
One of the problems with software-only solutions is that they typically require a fast multimedia computer. T
he advantage is that PGPFone is freeware.

The more solid approach is to use a hardware device. There is a wide variety of such devices to choose from. 
Virtually all fall into the kid sister category, with a few notable exceptions.

First, there are the STU-III compliant telephones manufactured by AT&T and Motorola. 

The STU-III's are state-of-the-art devices, certified by the USG for communications up to the Top Secret level. 
Needless to say, STU-III's are not available to the general public. If you have access to an STU-III, by all means use it.

There are similarly looking phones, using the Clipper chip or Fortezza cards. Both use what is called "key escrow". 
A copy of the decryption key is kept in a database for "lawfully authorized" parties to access. Meaning that the contents 
of your communication are available to the highest bidder.

The only other device I am aware of that falls into the latter category is the  CS8191 by Communication Security C
orporation. 

The CS8191 uses 3DES and 2048 bit Diffie-Hellman. This is a no-compromise device that I can in good conscience 
recommend for any application. The device is the size of an external modem. It fits underneath a phone. I have tested 
it and can attest to the voice quality and the security of the underlying cryptography. The only drawback is that the 
system costs $1,000 per end. I don't know how much an STU-III sells for, but I doubt it is any cheaper.

You might be able to get other devices for less. If your thread model involves only a casual eavesdropper, such devices 
might suffice. If your thread model involves industrial espionage, litigation, or foreign governments, get the real thing.

I am familiar with information unlimited in New Hampshire. Be advised that
the products that they sell ar not legal to possess in this area even in
parts form, which brings me to my next point they sell you the stuff in its
basest form. Unless you have a higher degree in satelite engineering there is
a good bet that you are not going to be able to assemble their stuff. One of
my staff has a masters from MIT in computer engineering and he could not get

compares the formats? I would like to know what my options are in terms of
$=quality. I realize Dolby NR makes a difference and some have it and some

Regarding their Laser Window Bouce System, I bought one about a year ago for a few hundred dollars 
to test it. It is a Kit. You MUST be technically proficient to construct it. The device DOES work but we 
found it useless for field applications. It is VERY limited (50 feet) in range. I use it as a demonstration 
tool in a conference room setting. IMHO that's ALL it's good for... We also found some design flaws (IMHO) 
which we corrected. It improved performance slightly but not enough for field work with the manufacturers 
supplied components...

Laser eavesdropping systems are out there... AND they are VERY difficult to use.
If you're serious about acquiring one, I would research everything on the subject, find an experienced tech 
and build one... I've been working on one for years but it's not where I want it to be...

I've got more questions on the cordless phone eavesdropping subject:

Everyone I talk to in the Usenet newsgroups say that the new 900 mhz
spread-spectrum cordless phones cannot be cracked.  I know that the speech
inversion models can easily, but the new technology with the spread spectrum
would appear much harder. 

Has anyone heard of a way to break the spread-spectrum yet?  And if so, who
offers it?

with your telephone as well as a complete telephone with the voice changing
technology built in.  Both offer 16 levels of different masking levels
which sound quite convincing.  I've heard them change a high-pitched voice
into a deep and threatening voice.  The Edge Company has a web site at
www.edgeco.com and pictures of their products should be available there. I
believe that XANDI Electronics sells the same units I've just described,
but I'm currently not able to tell if they're still in business or not.

Aside from the common surveillance transmitters that are available, consider some exotic installations... 
I've experimented with a DC powered TX hidden under dashboard that is activated by pager with a time 
out mechanism... Naturally, the tone alert is de-activated. 

I'm also experimenting with modified cellular telephone with ring de-activated, automatic answer, encryption 
and FET microphone. You don't have to worry about your LP. It's anywhere you are... Just dial up, listen, 
hang up when finished... Video transmission is also possible with this method... Tracking is possible with 
various software on the market...

If what Dexter Romanez was refering to was voice inversion
let me say this. I own a "secure" Motorola telephone model VST 350
When I tune the frequency that is being used all you hear is a
Donald Duck like sound that is totally unrecognizable both the
conversation and who is speaking. I also own a AR8000 hand held
scanner with a DS-8000 chip installed inside the scanner.What
this little chip does is to unscramble anything being said.
You turn this feature on and off using the LOCAL key and tune
the invertion freq. using the DIAL key,very simple.
I don't know if is still available in the US. Don't even know if
is legal..

PS Every one home knows about the scanner the, chip etc etc..

You have all probably seen my surveillance vehicle on my web site: www.magicnet.net/~qzar
 
But I am working on the next gen tracking device and would like your serious input. I have made a tracking 
system that is planted on a vehicle and will display the vehicles exact position on a map on a monitor in your
 vehicle. Yes it does work... BUT...

The transmitter unit that goes on the subjects vehicle is about the size of a good sized remote control and has 
an effective range of 1-2 miles. the unit can run from its own batteries but it will not last very long ( Although 
it could be attached to the car battery ). The unit must have at least partial view of the sky ( It receives signals 
from the GPS satelites ) What I want to know is, the transmitter part costs around $500 - $600. Is this going to 
be too expensive to be worth it? ( The whole system will cost around $4000) let me know what you would want 
in terms of range and cost.

If you havent already, check out the car on the web site, its really unique.

Hi i've been a member of this list since the beginning. I didn't 
send an intro earlier due to the fact i'm not a professional in this 
field as it seems so many of the others are.  Anyway I'm very interested
in material of this nature and would like to ask a question.
  
Recently a student of mine had his phone tapped by the police at the 
request of his parents (he is/was a minor) to determine if their son was
in fact smoking marijuana.  The tap was in place for roughly six months,
this seems overly long since I got the impression that the desired info
could have easily been obtained in six days, so why leave the tap in
place for so long?  My guess was that they wished to find out who was 
supplying him with the substance. Is such a tap legal?  What, if
anything, can the police do with the information gained by this?

Subject: Alternative to TEMPEST

There has been a lot of talk about Tempest monitoring lately.  Tempest
monitoring for the majority of us is out of the question due to expense and
the lack of knowledge about the topic, not to mention the illegality of it.

For those of you interested in an alternative which is reliable and very
effective and if law permits in your area, I have just the thing.

Our technical staff at Elementary have developed a computer chip for an
anonymous client which is mounted on a card similar to the video card in
your computer.  This card transmits every signal put out by your computer
tenfold.  Monitoring the "on screen activity" is merely routine from there.

Not exactly tempest monitoring, but for what it's worth, it's a very close
substitute for now.  Shielded computers have no added security when this
method is employed, they are as vulnerable as any other.

The unit can be purchased for around  US$2500. 00.

I hope this information is useful to some of you.

Regarding your question, I know of no Law Enforcement agency that would /
will employ a Title 3 wiretap on a juvenile's telephone on the mere suspicion
of a parent alone simply over the smoking of marijuana. 

Most likely the truth would be that the parents consulted with the police, 
who in turn directed them to Radio Shack and told them what equipment to 
purchase to install on a phoneline owned by them. As for the length of time 
the device was on the phone, I know from experience that Title 3 is for a 
specific amount of time, which can be extended if enough evidence is gathered 
to substantiate the need for more information. In all likelyhood the parents 
blamed it on the police in order to save face with their child.

Every Country or State may have their own law regarding the Interception
of Telecommunications, In Canada an authorization to intercept is
normally provided for a period of 60 days after which another
application has to be made to the courts again to justify the second
authorization. Six months seems to be a long time to have a place under
electronic surveillance for what appears to be a relatively minor
offence.  I doubt that the Police would waste valuable time and
expertise on a question if a minor is smoking pot.  There is however
nothing wrong into tapping your own telephone, which the parents could
have done themselves, tell all their kids that the phones may be
monitored to which they probably would forget in a week and still talk
candidly on the phone.

Wall St Journal 12/30/96  Obscure Treasury Unit Helps DEA Uncover Scheme

From the beginning, it was The Case That Didn't Add Up. It started with a
woman in St. Louis who wanted to pay Federal Express $38 to ship a package
supposedly containing a $2 paperback book to Los Angeles. The company called 
the local Drug Enforcement Administration office.
  
Ralph Moore, a DEA agent, got a search warrant, opened the package and found 
$10,000 in cash. 

He checked his records: The woman was on welfare. He searched her house and 
found a new car, $25,000 stuffed into a coat pocket and papers showing the 
woman owned seven buildings.
  
"Follow the money" is supposedly an axiom for federal investigators, but in
November 1994 Mr. Moore was discovering how tough that is to do in drug cases
where suspects are rich and financially savvy. So who was Mr. Moore going to
call? He noticed a DEA memo about an obscure unit of the Treasury Department,
the Financial Crimes Enforcement Network.

The St. Louis case became a prime example of how Fincen, the nation's 
smallest intelligence agency, brings the latest in high-tech firepower to 
the never-ending battle against money-laundering schemes. The agency, 
created in April 1990, uses a staff of 200 analysts and agents to offer state-
of-the-art computer tracking and analysis to state and federal agents and 
prosecutors, giving them more time to work the cases from the street.
  
The DEA's Mr. Moore desperately needed the help. The woman who had mailed 
the package had a boyfriend who made $20,000 a year working for an electric 
company. The agent found he had more than 30 different accounts in one bank. 
Bank records showed hundreds of thousands of dollars flowing through them
in patterns that never repeated themselves.
  
Enter James Petrakis, a graying, 47-year-old Fincen investigator, who flew 
out from Washington. Mr. Petrakis designed a computer program for the case 
that could follow the money as it flowed through companies -- some phony, 
some real -- and through people who transferred ownership of some 30 pieces 
of local real estate that seemed to be involved.
  
There were gaps in the digital portrait that emerged, but the general 
outlines were stunning: Mr. Moore had uncovered a family-run drug-
distribution business that appeared to have stashed between $5 million and 
$7 million in various investments and purchases in St. Louis banks.
  
Because the business also trafficked in guns, the Treasury Department's 
Bureau of Alcohol, Tax and Firearms was working on the case, too. Robert 
Nosbisch, the top bureau agent, agreed that tracking the money was going to 
be key. "The objective in a case like this is to get anyone who has a 
significant role into jail and take all of their assets," he says.
                               
Mr. Moore's chief suspect, a short, hot-tempered man named William Y. 
Jones, "was too good," he recalls. Mr. Jones had a way of anticipating the 
federal agent's moves. "It was almost like a chess game. As I would move a 
piece, he would move a piece," the agent adds.
  
There were other odd things. Although Mr. Jones was 43 (in 1995), his 
credit records and other personal history only went back to 1985. Before that, 
he had no records. Mr. Jones's biggest drug moves usually happened on 
government holidays, when the DEA and ATF staffs were slim. Mr. Moore had a 
theory: Mr. Jones was probably a federal informant, a man who had worked with 
federal agents in drug cases before.

"We needed to become unorthodox," Mr. Moore recalls. When wiretaps led them 
to a $1 million stash of Mr. Jones's cocaine in a car, they seized the drugs 
and the car, too. Later they heard Mr. Jones say on his tapped cellular phone 
that federal agents didn't steal cars. One of his drug partners, Mr. Jones 
concluded, must have double-crossed him.

I have been an investigator for almost twenty years now.  My speciality
is corporate investigations (embezzlement, proprietary info, espionage,
etc.).  As such, I am frequently placed in the position of a security
consultant.  I recognize that there are certain investigators out there
who specialize in electronic surveillance/counter-surveillance
techniques and often bring them in as consultants as well.  I do not try
to be "all things" to all people, feeling that I can best help my client
sometimes, by merely knowing which expert to call.  

That's why I joined here.  I look forward to working with some of you in
the future on questions I can't answer.

Subject: Telephone Harrassment Help

Hello, I am in need of some assistance. I have been receving prank phone
calls. They call and then hang up. I have used the number at the beginning
of the phone book that will trace the phone call, but you can't findout who
is doing it. I know after 3 times the police are supposed to be alerted,
but I live in a very small county and they didn't do anything about it
until we called and asked, then strangely enough they seemed to stop. I
caught them once when I put them on speaker phone and they didn't catch on,
but didn't recognize them.

Is there any thing I can do to findout who they are so I can turn them in
to the police?  It is very annoying right now we get the calls a little,
but have cooled down from 3-4 calls  an evening. I have also gotten caller
ID, however this can be curcumvented very little effort. Please can anyone
help?
