Subject: Package tracking device?

All:

I've been on this list for a while, mostly just to understand this
stuff a little better. However, at my new job we have a need to track
a package in transit and obtain the location of where it ends up. We
cannot rely on RFID because the package could go anywhere -- needs GPS
in the UK. This will be conducted with LEO cooperation.

Does someone know a device that would suit this need? Should be
simple, small, have a good battery life, and work within a delivery
vehicle. Needs to transmit location to some place we can monitor
(website, email, SMS, etc.). I know we could use a cell phone with
some kind of software (battery might be a problem), but is there
something more specifically designed for what we need? I saw this:
http://www.opengpstracker.org/

But we need something that's not home-brew...
