(Possible Sales Opportunity) GSM/GPRS Cell Phone Intercept Request

I have been asked to assist a client with obtaining information about
legally obtaining a cell phone intercept solution. Does anyone have any
advice on which solutions offer more features / capabilities for GSM/GPRS
based cellular networks?

More importantly, does anyone have a list of requirements that must be
performed prior to obtaining or using a system like the one mentioned above?

Informational feedback might be a good thing for the list to hear about,
conversely sales / marketing information should be taken off list and sent
directly to me.
