Heart rates vary by individual. What constitutes an 'elevated' heart rate
for one person is perfectly normal for another. Sans establishing an
individual's baseline, you can't determine if it's elevated.

Beyond that, it's useless as a 'guilt diagnostic' anyway. There are a
litany of reasons someone's heart rate might be elevated, particularly when
engaged in international travel. Even polygraphers, in their arrangement
of systematic quackery, dare not suggest that pulse alone would be a useful
indicator.

I also don't know of any existing technology that could do this. That
doesn't mean one doesn't exist, but I have a hard time imagining a 'scanner'
sort of no-contact system. At range, you'd have to do something along the
lines of detecting the electrical deltas of the cardiovascular system, and
then discriminating them from all the background signals in the
environment. No mean feat in an airport.

All in all, smells like the magic-wand 'bomb detectors' charlatans sold by
the thousands in afghanistan, and I would imagine works about as well.
