intends to negotiate, on a sole source basis, a contract with SystemW=

Incorporated, 800 Calle Plano, Camarillo, CA 93012-8557 for SystemWar=
e
ScenarioFlex Systems yearly maintenance and upgrades for all current=
software applications and associated libraries utilized in support of=
the
INSCOM Technical Surveillance Countermeasures (TSCM) mission which
provides global Technical Security Support to the Department of Defen=
se
(DoD) and other National Agencies. The SystemWare ScenarioFlex System=
s are
the state-of-the-art Electromagnetic (EM) Spectrum Search platforms=
utilized throughout the DoD and other government agencies. Pursuant t=
o FAR
6.302, it is recommended that the items be procured from SystemWare, =
Inc.
Due to the proprietary rights for the technologies, advanced design=
methodologies and source code, no ther company can legally produce th=
is
product. The anticipated date for contract award is April 1, 2009. Th=
e
term of the contract will be through March 31, 2010.
This noti=

intent is not a request for competitive proposals or a solicitation o=
f
offers. No solicitation document is available. Interested parties may=
submit their interest and ability to meet INSCOM Directorate of
Contracting needs. However, responses received as a result of this no=
tice
of intent will be considered solely for the purpose of determining wh=
ether
to conduct a competitive procurement. A determination by INSCOM
Directorate of Contracting not to open this requirement to competitio=
n
based upon any written responses to this notice is solely within the=
discretion of INSCOM Directorate of Contracting. Responses are due by=
