Only if you also believe in Santa Claus ;-)   Even if the vehicle owner unsubscribes from OnStar, law-enforcement with a court order could still compel OnStar to remotely access the vehicle's OnStar transceiver and start collecting geolocation and other data.  The only way to ensure privacy from OnStar is to disable or remove the transceiver as described by JMA.
