Introduction
It appears to be possible to use high-power microwave electromagnetic radiation to induce certain physical effects into a human target.
These effects can include "hearing" tones or voices, or when modulated with a frequency at the mechanical resonant frequency (cranial resonance [PDF]) of the target's skull/brain cavity - physical pain (PDF). With even higher RF power, it's possible to cause seizures, fever, or even death due to the internal heating of the brain or other organs.
This phenomena has come to be called the "Havana Syndrome." (Note that anti-science nutjobs, like the Guerilla Skeptics on Wikipedia, will censor the "Havana Syndrome" entry regarding anything related to possible microwave RF sources or methods.)
Supposedly, a similar type of "microwave weapon" system was recently used on disgraced CIA Officer Marc E. Polymeropoulos while he was staying at a hotel two blocks from the U.S. Embassy in Moscow, Russia. It should be noted that by Marc's own claims he did not hear any sound associated with his alleged attack. The RF microwave devices known to be able to produce these types of attacks usually induce a "sound" in the target's head while in operation.
Other CIA officers stationed in Russia, and then (((State Dept.))) employees, diplomats, war-mongers, Israel-firsters, and traitors with the U.S. and Canadian embassies in Cuba, started to report similar symptoms of pain, disorientation, and confusion while in their homes or hotels near the embassies. This also included hearing buzzing, screeching, or "cricket-like" sounds. Sounds like an X-Files episode...
Caution: (((Marc Polymeropoulos))) was one of the 51 "intelligence experts" who claimed the Hunter Biden laptop was "disinformation" in order to effect the outcome of the 2020 election (i.e., it has all the earmarks of the 'Deep State' not wanting Trump re-elected). His mental stability, security clearances, pension plan, and loyalty to the United States should be questioned at all times.
And in a 2022 interview with CBS' 60 Minutes for their "Targeting Americans" segment, one U.S. official (Olivia Troye) claimed she experienced these symptoms within the "secure zone" surrounding the White House during the summer of 2019. While her claims should be viewed with skepticism (like those lying jews Marc Polymeropoulos and Mark Zaid, she's also a brain-dead, anti-Trump, 'Deep State' tool and traitor), it could point to a foreign intelligence service operating on U.S. soil with complete impunity, most likely Israel or China.
Here is an update (2024) of CBS's 60 Minutes "Targeting Americans" segment. This time, a female FBI agent named "Carrie" appears to be the target. And in 2014, there were "attacks" in Germany and Ukraine, after the (((State Dept.))) and CIA overthrew Ukraine's democratically-elected government in order to seize their farmland for BlackRock and create Israel 2.0. CBS now claims they found a link to the GRU Unit 29155 (Mirror) and hilariously showed this Russian document which references a non-lethal acoustic weapon, most likely the Russian version of the LRAD. This is a good example of the anti-Russian propaganda currently in our (((media))).
Note that calling the effects of these alleged microwave attacks the "Havana Syndrome" is very detrimental to the people of Cuba, who did nothing wrong and only appear to be swept-up in this frenzy.
The new name for people suffering those symptoms will now be called the "Befuddlement, Incompetence, Disorientation, Embarrassment, & Nausea (BIDEN) Syndrome."
But was this REALLY a secret Russian microwave weapon attack? We don't know...
This microwave radiation "attack" SHOULD NOT be confused with the infamous "Moscow Signal" which targeted the U.S. Embassy, and other intelligence targets, from the 1950s to 1980s (and beyond).
Those relatively low-level microwave carriers between 0.3-10 GHz were used to power resonant cavity surveillance devices planted within the embassy (i.e., the Russian versions of EASY CHAIR), to extract intelligence from unshielded telephones/microphones/speakers and cryptographic gear via RF flooding types of attacks, intentional jamming of U.S. technical surveillance and intelligence collection systems; like GAMMA GUPPY, microwave imaging of secure locations within an embassy or safe house (i.e., looking for crypto vaults or defectors), remote recharging of batteries embedded in surveillance devices, supposedly to even manipulate human behavior, and probably sometimes just for lulz. Just don't use too much RF power, LOL!

It should also not be confused with acoustic weapons, such as the LRAD, which are just basically very high-power directional speakers which keep their audio output in phase for clarity at a distance.
It should also not be confused with the Active Denial System which uses very high RF power (CW) at 95 GHz to quickly increase the outer skin temperature of a human target.
One should note that there is a well-known method of "jamming" audio microphones by generating multiple ultrasonic (out-of-band) carriers modulated with random noise. These carriers then mix within the electronics of the microphone itself, leaving only the "in-band noise" portion of the signal which greatly decreases the effect of the microphone. It's certainly possible that sensitive intelligence targets, such as an embassy or diplomat residence, would have these installed and the resulting mixing products of such a jammer could possibly be "hearable" by certain people with sensitive high-frequency hearing.
Here is a project, GBPPR Speech Jammer which utilizes common ultrasonic transducers (40 kHz) and a simple directional microphone to build a remote "speech jamming" system. It can be easily adapted to "induce" simple audio tones into a remote target's ear.
There is another cool technique transfer sound directly to a person using pulsed lasers! The paper isn't available on Sci-Hub yet. :(
It's possible to attenuate or even defeat RF-based weapons (and eavesdropping) by surrounding the target area with conductive fabric or protective window film.

Overview
Our system will consist of using a RF microwave carrier amplitude-modulated or sideband-modulated (depending on application) with a variable modulating frequency to "sweep" for the proper resonant frequency of the target's skull. A standard parabolic, Yagi, or phased-array antenna system is used to radiate the RF signal. High-gain, narrow-beamwidth antennas are required in order to target only a individual person.
At the target, the induced acoustic waves will be reflected internally within the skull, further exciting the mechanical resonance of the skull, which is around 6-13 kHz for a typical adult human.
The final result is to (apparently) induce a "thermoelastic expansion" physical phenomena in which the RF signal is converted to an acoustic signal within the targeted individual, hopefully inducing similar symptoms of pain, disorientation, fatigue, nausea, vertigo, dizziness, brain fog, confusion, cognitive problems, winter vagina, joebidenitis, etc.
Example uses for this device can be for distracting VIP protection services (or drivers) during an undocumented impeachment, causing confusion in a target while a surveillance device is surreptitiously planted in their residence (or their security credentials are copied), disrupting speeches giving by political leaders, non-contact torture during enhanced interrogations, or even by covertly harassing "experts," "skeptics," and (((fact checkers))) for the lulz.
The use of high-power microwave electromagnetic radiation to induce "sound" into a target is widely document as the Microwave Auditory Effect and was first discovered by radar operators standing in front of their radar antenna dishes during World War 2.
Allan H. Frey, a biophysicist at General Electric, was the first to scientifically document this phenomena after being contacted by a radar technician who claimed he could "hear" the radar pulses and remembering a similar technical note published by Airborne Instruments Labs in 1956. Hence the term "Frey Effect" is often used to describe the microwave auditory effect.
In a 1996 USENET posting, Allan H. Frey made this comment:
"There is a microwave hearing effect that occurs at very low power densities and a skull vibration effect that occurs when very high energies are applied to the head. There is some confusion in the literature because the vibration effect has often been referred to as a microwave hearing effect, but it is not the same phenomena."
The U.S. military refers to this hearing phenomena as "Voice-to-Skull" or "V2K." It may even be the foundation for their so-called "Voice of God" microwave weapons.
The military's (public) version of this device was named the "Mob Excess Deterrent Using Silent Audio (MEDUSA)" and the original $100,000 contract went to Dr. Lev Sadovnik of the WaveBand Corporation, which he co-founded, and was later acquired by Sierra Nevada Corporation.
Their MEDUSA device appears to use a standard pulse-magnetron, most likely a S-band (2.7-3.0 GHz) pulsed magnetron, like a MG5223F, or similar, or similar.
"I was the first to explain (1974) the mechanism for the microwave auditory effect (audible sensations when the head is exposed to pulsed microwave energy). My bosses asked about the possibility of weaponizing the effect, and indeed there was one unsuccessful Phase I test by company of a system called MEDUSA around 2002. Problem is that the acoustic transients that are thermally generated within the head by microwave pulses that are not otherwise thermally hazardous are extremely weak and are perceived only because of the incredible sensitivity of the human auditory system. The military has a new high peak power microwave system (THOR) to combat drones. I have done preliminary calculations to estimate the magnitude of thermally generated acoustic transients in the head from exposures to intense nanosecond RF pulses that such a system may produce but I did not invest a huge amount of time due to lack of exposure information. (I have no access to classified information and only made informed guesses about the emissions from such a system). Bioeffects research on intense nanosecond RF pulses (see link in the blog posting above) does not demonstrate a hazard from such pulses. But the amount of research on bioeffects of exotic microwave pulses of this sort is limited and more research is needed."

MEDUSA Summary Information (Mirror)
The main goal of the Phase I project was to design and build a breadboard prototype of a temporary personnel incapacitation system called MEDUSA (Mob Excess Deterrent Using Silent Audio). This non-lethal weapon is based on the well established microwave auditory effect (MAE). MAE results in a strong sound sensation in the human head when it is irradiated with specifically selected microwave pulses of low energy. Through the combination of pulse parameters and pulse power, it is possible to raise the auditory sensation to the "discomfort" level, deterring personnel from entering a protected perimeter or, if necessary, temporarily incapacitating particular individuals.
The major results of the Phase I effort were that - An operating frequency was chosen - Hardware requirements were established (commercial magnetron, high-voltage pulse former) - Hardware was designed and built - Power measurements were taken and the required pulse parameters confirmed - Experimental evidence of MAE was observed.
Potential applications of the MEDUSA system are as a perimeter protection sensor in deterrence systems for industrial and national sites, for use in systems to assist communication with hearing impaired persons, use by law enforcement and military personnel for crowd control and asset protection. The system will: be portable, require low power, have a controllable radius of coverage, be able to switch from crowd to individual coverage, cause a temporarily incapacitating effect, have a low probability of fatality or permanent injury, cause no damage to property, and have a low probability of affecting friendly personnel.

A U.S. company claims it is ready to build a microwave ray gun able to beam sounds directly into people's heads.
The device - dubbed MEDUSA (Mob Excess Deterrent Using Silent Audio) - exploits the microwave audio effect, in which short microwave pulses rapidly heat tissue, causing a shockwave inside the skull that can be detected by the ears. A series of pulses can be transmitted to produce recognizable sounds.
The device is aimed for military or crowd-control applications, but may have other uses.

MEDUSA involves a microwave auditory effect "loud" enough to cause discomfort or even incapacitation. Sadovnik says that normal audio safety limits do not apply since the sound does not enter through the eardrums.
"The repel effect is a combination of loudness and the irritation factor," he says. "You can't block it out."
Sadovnik says the device will work thanks to a new reconfigurable antenna developed by colleague Vladimir Manasson. It steers the beam electronically, making it possible to flip from a broad to a narrow beam, or aim at multiple targets simultaneously.
Sadovnik says the technology could have non-military applications. Birds seem to be highly sensitive to microwave audio, he says, so it might be used to scare away unwanted flocks.
Sadovnik has also experimented with transmitting microwave audio to people with outer ear problems that impair their normal hearing.
Here's another similar Department of Defense contract (F41624-95-C-9007, $739,995, 1997) to Science & Engineering Assoc, Inc. for Communicating Via the Microwave Auditory Effect (Mirror). SEA is probably best known for making the SpyFinder, a device to locate hidden video cameras via lens glint.
An innovative and revolutionary technology is described that offers a means of low-probability-of-intercept radio frequency (RF) communications. The feasibility of the concept has been established using both a low intensity laboratory system and a high power RF transmitter. Numerous military applications exist in areas of search and rescue, security and special operations.
And under an earlier contract (F41624-93-C-9013, $37,806, 1993) also by Brian Kohn:
In this research program, we plan to investigate a revolutionary new form of communication based on the microwave auditory effect. This proposed communication idea satisfies the requirements for an innovative, natural interface requiring no learning or training for efficient operation and effective communications. The purpose of the program proposed here is to extend the results of a recent feasibility study, performed for the Armstrong Laboratory/OEDR. The study found that voice communications, via the microwave auditory effect, are highly feasible. In Phase I of this SBIR, we propose to investigate the range of potential applications for this radically different form of voice communication and recommend hardware and systems concepts suitable for laboratory and brassboard demonstrations to be built under Phase II.
Construction
Needless to say, we'll name our device the "Portable Electromagnetic Radiation System Electrifying Unwitting Subjects (PERSEUS)."
In order to use this "sound" to cause pain or confusion, the modulating frequency must be close to the resonant frequency of the human head/skull/brain of the target.
Thankfully, this work was already done by the U.S. Air Force in 1954, James Lin in 1977, Nikolaos Uzunoglu in 1988, and N.M. Yitzhak in 2009 - with the frequency range working out to be around 6-13 kHz for an adult human skull. But, honestly, I don't understand 99% of that math...

LOL!

Which just happens to be within the human skull's resonant frequency band...Because all humans are different, it will be necessary to tune the modulating frequency to the specific target, maximizing the effect of the attack. This can usually be accomplished while covertly monitoring the physical response(s) of the target.
Most of the technical information on generating the microwave auditory effect comes from U.S. Patent No. 6,470,214 which was assigned to inventor James P. O'Loughlin with the U.S. Air Force Research Laboratory in 2002. (Patents by Inventor James P. O'Loughlin)
His work appears to use a conventional double-balanced mixer design to generate a carrier-suppressed double-sideband RF carrier. For our experiments, we'll be using a Watkins-Johnson (M/A-COM) M1G mixer which covers 1-4 GHz with a standard +7 dBm LO. The IF input will be used for the audio modulation input. Double-balanced mixers naturally suppress the carrier on their output, so for AM modulation we'll need to either re-insert the carrier with a combiner or add a little bit of DC-bias on the IF port to allow for some of the LO carrier to feed through.
The audio modulation is processed with a simple low-pass filter at around 4 kHz and the sent to a "pre-distortion" circuit which takes the square root of the audio signal. That circuit is required in order to reproduced an undistorted signal within the target, as the actual demodulation within the target's head ("spherical demodulator") is non-linear. An example of a "square root" circuit and an accompanying "absolute value" circuit are in the Analog Devices AD538 datasheet (see Figure 17).
A suppressed-carrier system is used because the RF carrier itself contains no information and only contributes to localized heating of the target. It will also only output RF power when a modulating signal is present, which is common for sideband-type systems.
A FOIA request by Sharon Weinberger for her article "Mind Games" (Mirror) provides us with further technical (and mathematical) details. Weinberger was also able to uncover the Air Forces' codenames for these microwave weapons programs as Projects HELLO (Frey effect), GOODBYE (ADS), and GOODNIGHT (How to kill people!).
The U.S. Air Force apparently performed actual human experimentation of this technique in October of 1994. They used a RF carrier frequency of 1 GHz with an incident RF power density of 100 mW/cm2. That may not seem like a lot, but it would require hundreds of kilowatts of RF power and a high-gain antenna system to get any measurable effects out to a messily 100 feet. They also initially used just regular AM modulation, but encountered distortion issues when trying to transmit "voices." This is what lead to the development of the audio pre-processing circuit and the suppressed-carrier sideband system.
An obscure Russian Patent No. 2,526,478 (English PDF) titled "Method and Device of Microwave Electromagnetic Impact at Trespasser" is probably a good look at what an actual "Havana Syndrome" microwave weapon would consist of.
This patent references using the microwave auditory effect with a modulation targeting the mechanical resonant frequency of a target's skull to "disable a trespasser." It appears to have been issued in 2014 and references numerous U.S. patents pertaining similar work. While lacking any real technical information, the ideas in the Russian patent do appear to be plausible.

A microwave device for electromagnetic influence on an intruder, comprising a microwave generator with a radiating antenna, characterized in that an amplitude modulator and a low-frequency tuner are introduced into it, configured to tune to the mechanical resonant frequency of the intruder's head and individual elements of its hearing organs. The output of the low-frequency tuning unit is connected to the control input of the amplitude modulator, the output of which is connected to the control input of the microwave generator.

Interestingly, a Rossiyskaya Gazeta (Issue #81) article from 2012 titled "Worse than a Bullet" (Mirror) brags about how during the the Soviet-era, a laboratory was created and headed by Colonel Mikhail Bazhanov:
... The fact is that a cell of a living organism has two electrical poles: "+" and "-", representing a typical oscillatory circuit capable of emitting and capturing electromagnetic waves of a certain frequency according to the laws of physics. Many, even reputable scientists at the beginning of the 20th century were sure that if you determine the exact "life frequency" of a particular person or his internal organs, then miracles can be done. Namely: to transmit information directly to the brain, to make commonplace what is called telepathy and clairvoyance.

An official Russian military article from 2019 titled In Search of "Humane" Weapons (Mirror #1, Mirror #2, Mirror #3) contains the following curious section:
Efficiently disables radio-electronic equipment for reconnaissance, communications, navigation and control of microwave radiation. Microwave weapons disrupt the functioning of the brain and central nervous system. A person begins to hear non-existent noises and whistles. This weapon can also affect the internal organs of a person with a probability of death.
When exposed to low-frequency electromagnetic radiation, the human brain releases chemicals that regulate its behavior. They can cause symptoms of various diseases, make a person instantly fall asleep or, on the contrary, stay awake for a long time. And the so-called "electromagnetic pistols," which shoot clots of energy, can cause convulsions similar to epileptic ones. "Thermal gun" in seconds can heat up the human body to a critical temperature - over 40 degrees Celsius. An unbearable burning sensation puts the soldier to flight.
The development of "military microwave ovens" was held back for a long time by their huge dimensions, but recently such devices have significantly decreased in size and can be installed on a tank turret and even in the head of a tactical missile. Microwave generators are thrown into enemy territory using conventional ammunition. However, there are also technical problems, consisting in the difficulty of obtaining radiation of the required power at an acceptable mass, dimensions and cost of the installation.
There are some cool books by Robert E. Tigranyan titled Issues of Electromagnetobiology (Russian / ISBN: 978-5-9221-1197-3 [English PDF]) and Physical Foundations of Bionic Microwave Communication Channel (Russian / ISBN: 978-5-93037-234-2 [English PDF]). Issues of Electromagnetobiology
The book examines the mechanism of action of ultra-low doses of pulsed non-ionizing radiation. Excited capillary waves are considered as a directly influencing physical factor, realizing a phase-matching regime on periodic biological structures. The decimeter range of microwave wavelengths is used as non-ionizing radiation. For the first time in the practice of such research, the entire complex of processes of generation, modulation, channelization of microwave energy and its absorption by biological structures is considered as a communication channel for transmitting information. Using the method of analogies with a classical radio communication channel, the basic principles of organizing such a channel for transmitting information to a biological object are determined. From this point of view, a brief analysis of various modes of information transmission is provided, taking into account some characteristics of biological objects, which makes it possible to identify the energy characteristics of the signal leading to the manifestation of a particular effect. A formalized detection function is introduced, which makes it possible to consider a biological object as a receiver of information and introduce excited mechanical vibrations as a direct conversion of microwave oscillations.
A detailed examination of the types of electromagnetic waves in irradiators and the design of various types of irradiators that allow synchronous recording of useful information with irradiation are provided. Possible options for organizing a biophysical experiment in shielded rooms and at the workplace in research laboratories are shown.
Physical Foundations of Bionic Microwave Communication Channel
The monograph provides theoretical justification and experimental confirmation of the possibility of receiving useful information by a person through direct reception of pulsed electromagnetic microwave radiation (radio sound phenomenon). Based on bionics without the use of technical means of reception, it is shown that the occurrence of auditory sensations is a consequence of mechanical vibrations excited in the bone and tissue formations of the skull when absorbing the energy of microwave electromagnetic radiation pulses. The parameters of complexly modulated microwave electromagnetic radiation are determined, providing at the receiving end an equal-loudness radio sound curve, described by the categories and terms of the theory of four-terminal networks. The possibility of receiving and transmitting useful information within the physiologically normally perceived range of sound frequencies has been demonstrated. A physical model of the communication channel has been created, showing in natural and model experiments the identity of the resulting auditory sensations. This made it possible for the first time to abandon the practice of conducting experiments on volunteers and to study the phenomenon of radio sound with acoustic analogues. The possibility of creating a bionic communication channel in an aquatic environment using ultrasound as a carrier is considered.
A more recent patent, U.S Patent No. 7,841,989 titled "Electromagnetic Personnel Interdiction Control Method and System" describes a microwave weapon which:
A non-lethal and non-destructive electromagnetic personnel interdiction control stun type weapon system and method utilizes beamed radio frequency energy in a frequency range and modulated to impose a Lorentz force on the vestibular system or sensory cells of a remote human subject sufficient to disrupt the mechanical transduction process and/or the chemical engine by which sound, position and other sensory input are converted to messages by nerve cells and processed by the brain to produce complete disorientation, confusion, and incapacitation sufficient to temporarily render the subject powerless to resist arrest or subjugation.
Umm... O.K. The work was initially done by INVOCON for the U.S. Marines and resulted in a microwave weapon which they called the "Electromagnetic Personnel Interdiction Control (EPIC)." (Mirror)
It appears to cause "confusion" within the target by using pulsed microwave energy to influence their vestibular system.
This inner-ear system gives us our sense of balance and apparently energizing our inner-ear with microwave pulses/modulation at the mechanical resonant frequency of those little "hairs" will make them oscillate, resulting in a sensation of spinning or dizziness within the target, maybe even causing them to vomit...
The experimental EPIC system used a carrier frequency of 915 MHz modulated (AM? sideband?) with a 300 Hz audio modulation. The RF output power was 1.3 kW (+61 dBm) into a 20 dB gain high-gain (directional) antenna for an Effective Radiated Power (ERP) around 125 kW. This amount of power was required to create the necessary power density of 105 W/m2 at a distance of only 10 meters (33 feet).
Ampleon used to make the BPF0910H9X600 LDMOS RF pallet amplifier, which with couple in parallel (and a big 'ole power supply) would be perfect for this project. A more reasonable-priced homebrew version would be similar to W6PQL's 600W+ 900 MHz/1200 MHz amplifier projects based around the NXP MRF13750H RF power MOSFET.
EPIC (Electromagnetic Personnel Interdiction Control)
The Marine Corps has a requirement for a non-destructive stun weapon that would render a hostile war fighter ineffective for a period of time. There is significant political and military interest in such a capability. In addition, the ability to remotely incapacitate a human being without permanent damage would be a landmark event in the field of civil law enforcement. The desirability of waging bloodless war to counter threats to national security is virtually limitless since both military and civil authority could determine a priori when and if loss of human life is necessary. IVC proposes to investigate the use of beamed RF energy to excite and interrupt the normal process of human hearing and equilibrium. The focus will be in two areas. (1) Interruption of the mechanical transduction process by which sound and position (relative to gravity) are converted to messages that are processed by the brain. (2) Interruption of the chemical engine which sustains the proper operation of the nerve cells that respond to the mechanical transduction mechanisms referenced in item (1). Interruption of either or both of these processes has been clinically shown to produce complete disorientation and confusion. Second order effects would be extreme motion sickness.
This RFP (Mirror) asks for a weapon that can 'temporarily incapacitate' a human threat as a point or area target. In short, a Star Trek hand-held Phaser Weapon set on 'Stun.' It would be the ultimate in individual weaponry providing an individual war fighter with the ability to reduce an opponent to helplessness while doing no permanent damage. The requirement also states the need for the weapon to operate through walls and other protective mediums that now provide cover for combatants in urban warfare situations. This capability would increase the effectiveness of a war-fighter in urban combat for two reasons: (1) the enemy could be engaged and neutralized through a wall; and (2) the damage of friendly fire mistakes would be minimized since on permanent damage would be done by the stun weapons. The civilian applications of such a weapon would be a landmark event in law enforcement. The civil authority could always protect themselves from lethal threats while still delivering targets to the justice system unharmed. Further, the critical decision now placed on law enforcement as to whether or not lethal responses are necessary could be virtually eliminated since use of the 'stun' weapon could neutralize a perceived threat without permanent damage.
This also appears to be the same device mentioned in the Wired article titled "Navy Researching Vomit Beam" (Mirror).
An article titled "Report: 'Adversary' Responsible for Havana Syndrome Attacks (Mirror) on the SpyTalk website includes an interview with Karl Keifer, CEO of INVOCON, the developer of the EPIC device:
One was granted to Karl Kiefer, president, CEO and founder of INVOCON, an R & D firm in Conroe, Texas, near Houston, who got a patent and Marine Corps contract to develop a weapon in 2005. His project directed an electromagnetic force onto micro hairs in the ear, "and all of a sudden those hairs move and it tells the brain that the guy's someplace where he is not." It was tested on mice.
"It'll really do a number on you," he told SpyTalk in a phone interview, but "all we were trying to do was, in a non-lethal way, make somebody so damn sick that they couldn't even think about fighting."
The Marines "said thanks a lot, but no thanks," Kiefer said - but not because the technology didn't have promise for use on humans. It was "because they spent all their money on that damn microwave" that Honeywell, a major defense contractor, was developing. For the Marines, he said, "it was the difference in dealing with a small company in Houston that nobody had ever heard of, and Honeywell," which has "got more friends in Washington, D.C. than we do, that's pretty sure."
An even newer patent application (2023) from Woody Norris (of LRAD fame) is US11801394B1, titled "Systems and Methods for Covertly Creating Adverse Health Effects in Subjects." It appears to use a combination of RF and ultrasonic waves to mess with "human neural oscillations." Cool...
A method for covertly creating adverse health effects in a human subject includes generating at least one electromagnetic wave at a frequency within the range of about 300 MHz (megahertz) and about 300 GHz (gigahertz). The at least one electromagnetic energy wave is pulsed at a pulse frequency within a target range of human neural oscillations. At least one ultrasonic audio wave is generated at a frequency greater than about 20 kHz (kilohertz). The at least one audio wave is pulsed at the pulse frequency. Each of the at least one pulsed electromagnetic wave and the at least one ultrasonic audio wave are remotely transmitted to the subject's brain.
In a related article titled "EXCLUSIVE: Doctors Reveal Details of Neuro-Weapon Attacks in Havana," which interviews Dr. James Giordano, contains this statement:
Giordano said directed energy weapons can cause these injuries by creating 'cavitation,' or air pockets, in fluids near the inner ear. The shape of the inner ear amplifies sounds and waveforms to cause the effect. The process creates air bubbles, or cavities, that eventually burst. Near the inner ear are two pathways carrying blood to the brain - the cochlear aqueduct and the vestibular aqueduct. The bubbles can travel rapidly up the aqueducts into the brain where they can 'function as a stroke,' Giordano said.
In a reseach paper titled "FDTD Analysis of Microwave Hearing Effect," (PDF) researchers in Japan performed a detailed analysis of the thermoelastic waves created as a result of the microwave hearing effect.
Their results show that a 20 µs pulse duration at 915 MHz with an incident power density of only 1 mW/cm2 is capable of generating "pressure waves" in the 7-9 kHz in a human head model. These frequencies correspond to the approximate acoustic resonant frequencies of the human head model. If the pulse duration is approxiate half the period of the mechanical resonant frequency of the target head (i.e. resonant frequency of 8 kHz = 125 µs period, so pulse widths around 62 µs) then constructive interference can occur, causing the induced thermoelastic waves to build in amplitude. If the pulses are longer in duration, then the waves tend to cancel each other due to being out of phase.
The resonance frequency of pressure waves in the head has been shown to be 7-9 kHz in our analysis. A microwave pulsewidth duration of a half-cycle of the resonant frequency, i.e., about 50 µs, most efficiently excites thermoelastic waves because the thermal stress energy is fully integrated into thermoelastic waves. If the pulse duration is longer than this, phase cancellation of elastic waves occurs. When the pulse duration is one-cycle of the resonance frequency, the phase cancellation is most remarkable and the elastic waves are not excited efficiently.
A continuation of Nir M. Yitzhak's research resulted in a paper titled "Numerical Simulation of Pressure Waves in the Cochlea Induced by a Microwave Pulse" (PDF).
The paper contains this statement for pulses at 915 MHz:
In 2015, researchers at the Japan Society for the Promotion of Science released a paper titled "Pathophysiology of Microwave-Induced Traumatic Brain Injury" (PDF) in which they concluded that it was possible to cause "traumatic brain injury" in rats using only around 3 kW of microwave energy at 2.45 GHz. The paper concludes with the line "... microwave-induced neurotrauma shows the same pathological changes as blast traumatic brain injury," which kinda sounds like the symptoms of a brain concussion which have been reported to be caused via the "Havana Syndrome."
A 2021 research paper titled "Computational Modeling Investigation of Pulsed High Peak Power Microwaves and the Potential for Traumatic Brain Injury" (PDF, Supp. PDF) dives deep into the effects of microwave pulses in the 1-2 GHz range on the human brain and attempts to ask the question, "Can high peak power pulsed microwaves cause adverse health effects in addition to the microwave auditory effect?" Their results are quite informative:

The peaks at 9.7 kHz are in agreement with previous research that microwave-induced cochlear microphonics in humans should be between 7 and 10 kHz and should not be influenced by the orientation of the body axis to the electrical field...
Although the brain is believed to naturally vary in temperature between 1° and 3°C, these changes occur relatively slowly through changes in cerebral blood flow. This study has shown that, by applying a small temperature increase (<0.0005°C) in a very short amount of time (less than several microseconds), potentially injurious stress waves are created. The temperatures presented in this study are well below the threshold (8°C) known to cause unconsciousness in rodents following a single HPM pulse.
While the peak power densities used within this simulation study are large, they are achievable with known microwave hardware. For example, to produce a power density of 1,000,000 mW/cm2 at 25 m away from a 40 dBi antenna, a microwave source would require approximately 8 MW (megawatts) of power per pulse.
In an article from Military Medicine titled "Vehicle-Mounted High-Power Microwave Systems and Health Risk Communication in a Deployed Environment" contains the following statement:
Improvised explosive devices (IEDs) have been used against coalition forces to deadly effect in Iraq and Afghanistan. Among the many innovations fielded to counter this threatare vehicle-mounted high-power microwave (HPM) systems. HPM devices such as the "Jackal" and "Calilgo" use directional radio frequency (RF) antennas to assist in the neutralization of IEDs via detection or premature detonation.

In the fall of 2011, four out of six soldiers from two separate teams experienced symptoms of nausea and headache during routine night convoy operations in southwest Asia. The first team reported their symptoms immediately after completing their mission and expressed concerns that their symptoms had been caused by a malfunctioning counter-IED system ontheir vehicle. Members of the second team arrived later and were told what had happened to the first team. Two out of the six soldiers also endorsed having had nosebleeds, which each considered to be an unusual event. Both teams were sent to the Combat Support Hospital for evaluation. None of the soldiers experienced any unusual sensation of thermal energy while in their vehicles. None of the soldiers complained of a recurrence of their symptoms after the mission.

Both teams reported that their symptoms began 30 minutes after the devices had been placed in "transmit," and subsided when the devices were placed on standby during breaks in the mission; their symptoms returned when the devices were reactivated.Another interesting 2016 patent entry, CN106643287A, comes from China. Titled Method and System for Eliminating Fighting Strength of Opposing Combatant Using Electromagnetic Wave. Unfortunately, the online Chinese-to-English translations give weird results. Here is a research report by Ryan Clarke, Xiaoxu Sean Lin, and L.J. Eads looking into China's so-called "NeuroStrike" brain-altering microwave weapon program. At the 2nd European Symposium on Non-Lethal Weapons held on May 13-14, 2003 in Ettlingen, Germany, presenter V. N. Makukhin from the Center of Scientific, Engineering, and Social Activities ("Trymas") in Moscow gave a talk entitled Electronic Equipment for Complex Influence on Biological Objects. I haven't found a complete copy (Google Books) of all the presentations, but from the abstract and other websites, Makukhin mentions:
Results of numerous researches have showed that microwave radiation has the greatest biological activity. All the effects of microwave influence on biological systems can be devided into two groups: thermal effects, occurred with relatively high power, and non-thermal... Now it is ascertained that non-thermal pulse radiation has the greater biological activity than continuous one... The greater sensitivity of brain systems to pulse radiation confirms its high biological activity.

4 Watt RF Power Amplifier for 2 GHz This project covers the RF pre-amplifier required to drive the final RF power amplifier.
The RF power amplifier was tweaked a bit to clean up the wiring. The soldered ground wire was replaced with a crimped lug and placed under one of the PC board mounting bolts for a more secure mounting.
RF input to the final transistor in the RF power amplifer was modified to be on the otherside of the attenuator (marked "N10" on the PCB).
Using RF carrier frequencies in the 1.9-2.0 GHz will potentially allow one to "mask" the use of a device by hiding it the noise created by cellular phone base station downlinks.
The Motorola MHL19338-based RF drive amplifer was modifed from the original project to fit inside the case of an old cellular-band receive pre-amplifier. An optional 20 dB directional coupler on the input can be used for monitoring the input RF signal.
This amplifier requires +28 VDC at around 500 mA. At 2 GHz, a +6.3 dBm input generated a +34.1 dBm output.
